The post holder will be responsible to the Chief Executive for the Clinical management and delivery of PIPS HS services, as well as supporting the development and governance of the organisation, providing assurance through the Chief Executive to the Board. S/he will also be employed as the Deputy CEO and provide leadership and support for PIPS HS for all counselling and clinical issues, workforce, safety, quality, governance, education and learning, and will deputise for the Chief Executive as required. S/he will provide clear leadership to all staff within their area of responsibility and will be responsible for effective financial management and the efficient use of all resources.

AREAS OF RESPONSIBILITY

Lead Management

  1. Provide clear leadership and oversee the management of all staff within their sphere of responsibility. 
  2. Be responsible for ensuring that PIPS HS services are of a high quality and fully meet professional regulation, organisational and governance standards.
  3. Promote and develop effective partnerships with all stakeholders including service users, carers, and partner voluntary/community sector.
  4. Ensure appropriate systems are developed and operational to facilitate dissemination of information across areas of responsibility.
  5. Contribute to, participate and promote management of change for the delivery of modernised services.
  6. Contribute to the vision, strategic and operational plans and policies for identified services and ensure they are communicated to all staff for whom the post holder has responsibility.
  7. Lead on the development of counselling and clinical policies, procedures and guidelines which set the standards within the workforce, and analysis of data to ensure informed decision making and identification of risk.
  8. Lead on the development of appropriate and relevant strategies for workforce measurement, skill mix and service user classification of dependency and acuity to support clinical and strategic management.
  9. Lead PIPS HS Safeguarding processes and ensure all clinical staff are adequately trained maintaining their practice through regular audit, updates and supervision.
  10. Coordinate and action quality improvement and safety initiatives across PIPS HS and audit evidence of impact.
  11. Actively contribute to the maintenance and management of the PIPS HS Clinical Risk Register.
  12. Coordinate learning recommendations from external bodies and funders requirements and promote, develop and facilitate a learning culture within the clinical areas.
  13. Ensure that effective systems are in place for responding to and learning from complaints about the service area.
  14. Ensure that effective systems are in place for clinical audit, Clinical IT systems such as Core and Salesforce.

Leadership and People Management

  1. Deputise as required for the Chief Executive.
  2. Maintain good morale amongst the staff under his/her leadership through effective feedback, positive relationships and effective role modelling.
  3. Participate in the regular review of services in the context of policy, developing best practice, the assessment of need and available resources to bring forward proposals for service improvement.
  4. The post holder will be responsible for Quality Improvement coordination and leadership across areas of responsibility, as well as external accreditation activity.

Service development and alignment

  1. Work within PIPS HS budgetary constraints, providing advice on the costs and benefits of planned service improvements or developments.
  2. Responsible for the delegated budget for their designated service area.
  3. Comply with Standing Financial Instructions and financial governance arrangements and associated procedures.

Deputising and SMT Membership

  1. Actively contribute to SMT and enthusiastically participate in decision-making at a senior level

ESSENTIAL CRITERIA:

  • Have a relevant professional qualification in a Health and Social Care profession or Counselling and where appropriate, have statutory registration or professional registration / accreditation (e.g., BACP/IACP/ UKCP or equivalent ) with a minimum of three years post qualification work experience.
  • Ability to design, implement and maintain sound clinical governance structures to ensure PIPS HS services are safe and effective.
  • Ability to co-design, plan, develop and maintain safe, complex services to meet the needs of PIPS clients.
  • Ability to maximise your personal contribution, delivering complex objectives through your skills and teamwork. Education and Experience.
  • Highly developed verbal and written communication skills coupled with analytical ability. 
  • Proficient in the use of digital resources and electronic record keeping.
  • Ability to make informed decisions and exercise sound judgement within PIPS HS policies and procedures.
  • Ability to influence others to maximise performance and to demonstrate collective leadership.
  • Hold a clean driving licence and access to a vehicle on a daily basis.
